New international partnership agreement form available from Penn State Global

UNIVERSITY PARK, Pa. — Penn State currently boasts roughly 300 active international agreements with institutions around the world. Each of these agreements is subject to the mandatory University-wide international agreements process, housed in Penn State Global. All faculty who are looking to create or update an international agreement must go through this process.

To this end, Penn State Global’s Partnership Agreements has launched an online application form for all new agreements, including renewals of expiring agreements: the International Agreement Proposal (IAP) form. The form will be submitted through MoveON, a new database platform. The InfoReady IAP form will no longer be available.

Partnership Agreements is responsible for managing Penn State’s portfolio of agreements with international partner institutions. These agreements support the global engagement and partnership development efforts and range from general letters of intent and memoranda of understanding to the various types of memoranda of agreements and binding contracts for implementation of different kinds of specific programs.

To submit a request for a new international partnership agreement, Penn State faculty must complete and submit the IAP form on the new Penn State Global Portal.

After login, users can submit an IAP form by going to “Start a New Form" and clicking "Start" next to International Agreement Proposal (IAP) Form.

The new IAP form is designed to propose a new relationship or collaboration with an international partner that will be established through a formal institutional agreement, as well as renewals of existing institutional agreements. It will ask for basic information about the proposed partner institution, contact information, and the nature of anticipated collaborative activities. The purpose of this form is to collect the initial information necessary to facilitate agreement processing.

Another functionality of the MoveON's suite of forms, currently in the works, is a global activity feedback form. This form will seek to acquire information on the global activities and contributions of Penn State's faculty and staff members. This data collection will aim to enhance understanding of the extensive international relations at Penn State and to facilitate improved collaboration among faculty and staff engaged with similar regions or with the same institutions abroad. 

Concluding an agreement can take considerable time, depending on the complexity of any legal or academic issues arising out of the planned activity. Partnership Agreements should be notified in the IAP or via email intlagreements@psu.edu of any deadlines, such as grant deadlines or signing ceremonies.
